
More canal capacity is scheduled
The Panama Canal Authority's September 28 advisory raised the permitted Neopanamax draft to 49 feet, or 14.94 meters, effective immediately. It also announced an increase in Neopanamax reservation slots from nine to ten a day beginning October 15, bringing total daily slots to 33. Booking for the additional capacity opened October 1. The future slot allowance is not a report of actual vessel transits during this issue's week, and the authority warned that vessels without reservations could face indefinite delays. [1]
Freight benchmarks move differently by route
Drewry's October 1 World Container Index was $4,434 per 40-foot container, down 1% from the prior week. Its Shanghai–New York assessment rose 1% to $10,428, while Shanghai–Los Angeles was unchanged at $7,835. Shanghai–Rotterdam fell 2% to $3,399 and Shanghai–Genoa fell 3% to $3,702. The composite decline therefore conceals different directions across major routes. These are assessed market benchmarks, not a guaranteed all-in quotation for a particular shipper, cargo or departure. [2]

A second benchmark confirms the need for definitions
Freightos' September 30 update put East Asia–U.S. West Coast rates near $8,400 per 40-foot container, up 4%, while its East Coast measure was near $9,600 and broadly unchanged. Its Asia–Europe measure was around $3,400, down 9%. The different levels and changes should not be spliced into a single time series with Drewry: providers use different route definitions and methodologies. They offer complementary observations about freight conditions, not competing measurements of an identical transaction. [3]
Pharmaceutical import rules enter another phase
U.S. Customs and Border Protection issued updated guidance September 28 for Section 232 duties on pharmaceutical articles and ingredients. It specified the September 29 start for covered products from companies outside an earlier Annex III group, along with classifications, origin-related provisions and zero-rate categories. The guidance includes distinctions for generic products and qualifying arrangements. A single blanket tariff rate would consequently misstate the bulletin. Importers need the applicable product classification and conditions to determine treatment for an actual entry. [4]
Sanctions add a counterparty dimension
Treasury on September 29 designated ten individuals and entities it said supported procurement for Iran's Ministry of Defense and Armed Forces Logistics. The action reached networks across several jurisdictions and targeted weapons and component procurement. Treasury described blocking consequences and restrictions under the relevant sanctions authority. Its characterizations are attributed to the department. For commercial reporting, the development means that the identity and ownership of counterparties can be as consequential as the physical origin or destination of a shipment. [5]
Carbon-border preparation continues
The European Commission's September 30 CBAM webinar follow-up addressed emissions calculation, declarations and certificates. It identified September 30, 2027 as the deadline for the first annual declaration and certificate surrender covering 2026 imports. This was implementation guidance, not a newly announced general tariff on all European imports. The timing puts a future compliance obligation against goods moving during the current year, making underlying emissions information relevant well before the first annual filing date. [6]
